Dr. Hala Helmy El-Said

Dr. El-Said is a prominent figure in the Egyptian public service sector and is member of the current Government, which is notable with its highest female participation in the history of Egypt. Having been appointed Minister of Planning, Monitoring and Administrative Reform on 16th February 2017, she currently leads the process of institutional and administrative reforms in Egypt, along with the development of “the Sustainable development strategy: Egypt’s vision 2030”.

Dr. Hala El-Said received her PhD in Economics in 1989, with highest honours, from the Faculty of Economics and Political Science, Cairo University. In 2011 Dr. El-Said went on to become the first elected Dean of the Faculty of Economics and Political Science at Cairo University; and shortly afterwards the Deputy President of Cairo University for Scientific Research and Exterior Relations in 2013.

Dr. El-Said has proudly served in many high-profile positions, both in the public and private sectors. Throughout her consecutive 8-year tenure as the Executive Director of the Egyptian Banking Institute (EBI) Dr. El-Said managed the institute with strong vision and spearheaded the creation of a professional financial training facility, which applies international best practices to develop the technical and managerial skills of financial sector professionals in Egypt and the region.

Dr. El-Said played an instrumental role in supporting the EBI to acquire international accreditation, through the leadership of a group of EBI experts and a number of consultants, in an effort that led the EBI to become the first ACCET Accredited Banking and Financial training institute in Egypt and the region (2006-2008).

As part of her distinguished professional career, Dr. El-Said has served as an advisor to the Governor of the Central Bank of Egypt (CBE), as well as a member of the board of trustees of the Anti-Money Laundering Unit at the CBE; and that is in addition to having served as a board member of the Arab African International Bank.

Throughout her career, Dr. El-Said has received a number of prestigious recognition awards, including a certificate of recognition as one of the top 50 influential women in the Egyptian Economy (Amwal Al Ghad Magazine, January 2016) as well as a Certificate of Appreciation from the American University in Cairo, and Wharton University for participating in Women’s Leadership Program, 2009.

Further to this long list of accomplishments, Dr. El-Said is a renowned academic author of a wide range of internationally acclaimed research papers. These include studies and reports on a myriad of economic topics ranging from the reforms of the financial sector and international finance to privatization, economic reform and development. Most recently, Dr. El-Said contributed with a chapter titled: ‘Achieving a Lifelong Dream: Leading Egypt’s Most Prestigious Academic Institution’, in the book ‘Daughters of the Nile: Egyptian Women Changing Their World’, published by Cambridge Scholars’ publications

Dr. El-Said has been an active participant in the civic life, having been a member of several NGOs, among which is: “Our Children Our Future Foundation”; as well as the MENA Consultative Group to Assist the Poor (CGAP), at the World Bank.
