Fahad Al-Saif
Fahad Al-Saif is president of the Debt Management Office of the Saudi Arabian Ministry of Finance, adviser to the minister of finance, and head of the Public, Private and Privatization Office of the Ministry of Finance. Previously, he served as deputy managing director of the Saudi British Bank (SABB), a board member of HSBC Saudi Arabia, and a member of the Advisory Committee of the Capital Markets Authority. Mr. Al-Saif established the Debt Management Office at the Ministry of Finance. He has more than 20 years of corporate, investment banking, global banking, and markets experience. Mr. Al-Saif was HSBC’s principal Saudi Arabian contact person for corporate finance and capital markets and spent 10 years in the SABB treasury managing trading, fixed-income, and risk advisory functions. He has extensive knowledge of Saudi capital markets and has been involved in more than 80% of sukuk issuances locally and internationally for local Saudi issuers. Mr. Al-Saif also led the National Commercial Bank’s IPO, the largest IPO ever in the Middle East and North Africa region and the second largest IPO globally in 2014. He earned a bachelor’s degree in management information systems from King Fahd University of Petroleum and Minerals.
